I can kind of relate but my budgie instead of scared it is upset for no reason and bites me each time I put my finger close. Birds are confusing pets. Like my budgie tests me. Though I rehomed it. I think a good idea is to pet it while feeding it millet since it is distracted.
If that is her first time to lay an egg, then sometimes that is “normal” for Budgies. They get confused, also maybe your nestbox is small for females and Budgie to get inside. If you are going to breed Budgies, you need a proper size nest box, cage, and diet for Budgies during breeding.
If that happened only once then that is normal, they like sometimes to fluff up and sleep during the day. If you noticed some behavior changes and they are fluff up most of the time, please check your avian veterinarian. Good luck
Budgies are social and flock birds, they need companions all the time. If Budgie is lonely you should get him a new friend. Spend more time with him, provide him a lot of toys and space to fly. Good luck
