Well, first your Budgie thinks your room and your home is his home too, and place of comfort, not his cage. What you need to teach him is that his cage is a place where he can feel safe. Never feed budgie outside his cage, give water, treats. We love our Budgies to feel freedom around our home, but their main home is inside his spacious cage too. So, your budgie needs to spend more time inside his cage.

It is not recommended to move eggs, but in that cage, you didn’t have a choice. You need to examine what you did wrong in placing the nest box and material inside, why she made that decision, what is better under and not inside. Good luck
