Your budgie may be in moult season, changing feathers and he may be inactive, sleeping, almost no happy chirping. That is normal. Also, to be safe it is better to visit a vet. It is important to keep your Budgie in a warm room, the same as yours.

Does it really depend on where do you live? In some countries Budgies are expensive, on the other, it’s very cheap. Same for Accessories, budgie cage, food, etc. Try looking online or at your pet store and you may find how much budgie costs.
