So first and formost when in doubt see a vet. Budgies hide any signs of sickness or issues they may have like professional spies. You can even call the vet explains whats happening and see what they say.
That aside since I can not see or hear your bird all I can say is this. Budgies always do a little tail wag it can mean a great deal many things from excitment to upset. Budgies also make tons of different chirps, squaks, chatters and all kinds of noise. So Id have to hear it to be sure. But call a vet.
Males are very often loud birds and females usually only talk when they feel the need. Mine all talk but they get more talkative the more you have. We currentpy have 10.
Budgies do eat fruits and veggies but they eat specific ones. Also if the person or place you got your budgie from did not feed them these items then it will take several attempts. For example my first 2 successful items were Matchstick Carrots and small pieces of Watermelon.
Getting your budgies wing short does not give them speed control 🙂 I do not recommend clipping budgie’s wings. They need to adapt to your room, they will learn room boundaries. Also, don’t scare your budgie
Your budgie loves freedom, loves to fly, and feels free. That may be the reason for your cage being small or just wanting your company. They are social little birds.
