Your budgie loves freedom, loves to fly, and feels free. That may be the reason for your cage being small or just wanting your company. They are social little birds.

Your budgie may be in moult season, changing feathers and he may be inactive, sleeping, almost no happy chirping. That is normal. Also, to be safe it is better to visit a vet. It is important to keep your Budgie in a warm room, the same as yours.

Does it really depend on where do you live? In some countries Budgies are expensive, on the other, it’s very cheap. Same for Accessories, budgie cage, food, etc. Try looking online or at your pet store and you may find how much budgie costs.

I really can’t help you with what you wrote. That can be anything or is just moult season. Share some pictures or to be safe take your Budgie to the vet. That way you can be 100% safe and your Budgie. Good luck
