Make sure to provide enough space for two budgies. Female Budgies are more territorial and they need space even when they have a partner. If they are fighting all the time it may not be a well-bonded pair, and you should separate them.

Maybe you have a large cage, maybe they do not want outside because they don’t have a place where they can feel safe. Try making or get a Budgie playground, that is their best place where they can rest and spend the time outside the cage.

Every Budgie is scared of new toys, even new human faces. They always need time to adjust to new toys or even vegetable/fruit. So if your Budgie is scared of new toys, place your New toys outside the cage where he can see them, then after a week place the same toy inside but somewhere where is not present a threat to him. After a week or so he will get used to it and he will realize the new toy does not present a  danger to him.

Well, Budgies can’t breed and will not breed without Nest Box. They may lay an egg if you made some kind of association on the nest box. Like, placing grass or nesting material on the bottom of the cage. Layed egg does not mean it is fertile, sometimes Females may lay an egg inside the cage without a nest box. If you are not experienced with the breeding you can give an egg to a Budgie breeder or someone who is breeding Budgies.
