The ideal cage size for breeding Budgies in my opinion is 80cm x 40cm, some say 60cm x 40cm. You need a Nest box  30x20x20cm

Probably not bonded. You can’t force Budgies to love each other. Or, Maybe you don’t have proper conditions for breeding Budgies.

Toxic fumes can have a deadly impact on budgies as their respiratory system is too sensitive to even a minuscule amount of toxins. Keep them far away from scented candles, perfumes, air fresheners, paints, aerosols, and smoke. Reade more about keeping budgies safe in home here

Rehome your Budgie to family members if you are sure they will properly take care of your Budgie. Maybe even friends. Your Budgie’s safety is your priority!

You should wait at least a week or two to get your budgie comfortable for his new home and environment. Good luck
