My answer is no. In my opinion if a young female budgie lives with old female budgie they will mate, but the eggs won’t be fertile and will not be able to hatch. Those eggs will not as regular eggs. They will be like jelly balls. This above info is based on my experience. I mated them without knowing this and lost my female budgie. Please don’t do that. I hope this answer is very late for you because you have posted this question on nov 24 2020. But I saw this question now only.
