1. You need more details about that. Sometimes they play, sometimes they argue about taking their favorite spot. Or even a serious fight during the breeding season. If you notice a serious fight where they hurt each other you should separate them.
2.  Do you mean nature behavior? Female budgies are more territorial and aggressive during the breeding season. Females are some kind of boss of their cage and they really love to chew everything 🙂

You are right 🙂 My friend was allergic to birds and feathers and gave his Budgie to me. He is my happy Angel and I am taking a good care

If you are allergic to a Budgie or any pet, There are two options I can think of. The first option is to get to the doctor and tell them about your problem maybe you can get a pill for alergies. Second, rehome your pet Budgie to your friend or someone who you know that will good care of your pet. 🙂

Funny question 😀 But yeah they can stare for a long time. Sometimes they feel like you are a predator. That happens for not tamed birds
