My budgie named kiwi was brought on 4 June his cere was pinkish as I asked the owner of the pet shop for a female budgie and last few days his cere was changing his color from pink to blue (a little bit ) so can I think that my bird is a male and could you determine its age.

Yes, you can offer your budgie pearl millet. If your budgies cere changed from pink to blue, then it is a male budgie. If that change was a few days before, then your budgie is still young.
