My budgies cere was pink and now turning blue. Is he a male?

It depends if he/she is young. Since budgies when young naturally a pink cere. I changes colors as they grow. If not , and the cere is DARK blue then its a male, or but if he/she is still really young then you need to wait a little while till it changes.
