My budgies got 3 baby budgies, they are around 18-20 days. I’m worried if mother/father budgies are feeding them enough or they need to be hand feed.

If they are that old, then there is no need to worry. Provide enough food for parents and everything should be alright. If you are inexperienced, it is very risky to hand-feed babies, a little mistake can cost a life.
