My budgies are always eager to come out of their cage, but when they are out they refuse to go in even after 2-3 hrs, one of them comes on my hand without hesitation and other one only comes sometimes(moody i guess?)
Pl help and share what should I do

Your budgie loves freedom, loves to fly, and feels free. That may be the reason for your cage being small or just wanting your company. They are social little birds.
