I know my questions are getting annoying. But I am planning on getting a new bird.

I rehomed my mean one since it clearly didn\’t like me and I want it to be with somebody it likes. Well anyways. The 2nd budgie I ever had was named topaz. I tamed it well but it flew away outside. I never got it back again. Though it did come back the next day. Well, anyways I want to be a budgie master. And I need to know how to keep it from flying away outside without restraints.
