I go to school, I leave home at 7:30 and get home around 4:30. Would one budgie be happy if I wanted to bond and tame him and spend a decent amount of time with them in the the afternoons? I would have the whole weekend to hang out with the bird too

They are social birds, they need company, try with a lot of toys to be entertained while you are gone. If you notice he is sad and alone, then it is best to get him company.
